    1959 Signed Transmittal Letter on U.S. Senate Letterhead from  J. Glenn Beall, Senator from Maryland to a constituent from Hagerstown.  Accompanying the transmittal letter are 11 pages from the Library of Congress Legislative Reference Service answering a question on the Russian and Hebrew languages and available teaching texts on the same. Some of the pages are on light, carbon paper stock. Some of the pages have the Library of Congress letterhead.  I do NOT know if the signature on the Senate letterhead is real, secretarial or autopen.    Most of the pages are G-VG condition with paper clip stains, wrinkles and a horizontal crease.  A few of the later pages also have edge wear and tears.
    I use a poor/fair/good/very good/excellent/mint grading system and grade very conservatively (see my feedback). This does NOT necessarily correspond to the generic Ebay grading system that we must use. Shipping is .95 in the U.S.
